Sell off the former Landis & Gyr building?

Last year on 9 September the citizens of the city of Zug were asked if they supported the acquisition of the former Landis & Gyre building for CHF 52.23 million in order to have one central municipal administration building, rather than be spread around various premises in the Old Town. They agreed by 4343 votes for, to 3428 against.
 
However, a number were not happy with this result and they feared that substantial additional costs would be involved so they have managed to get together 900 signatures in order that another referendum be held on the future of the building in Gubelstrasse, possibly in March 2015. They want the building sold off again over the next ten years and are calling for the city's administration offices to remain where they are.
 
The initiators of this second referendum, Andreas Kleeb, Vreni Wicky, Hans Christen and Leo Granziol, all fear the purchase has been a pig in the poke with huge expenses needed to bring the building up to today's standards, not least in getting rid of asbestos. What is more, with the city currently recording a deficit, a sale could only improve its financial situation.
 
It has been suggested the canton could buy the building instead. This would then mean it would be no longer necessary to build an expensive "Administration III" office block and could use the Landis & Gyr building instead. So far the city has not spoken to Heinz Tännler, the head of planning in the canton, about this, though Kleeb thinks it is high time it did.
