City council makes cuts amounting to CHF14 million
As previously reported, the city council decided to make cuts amounting to CHF5 million with regard to its current account and a further CHF9 million by not going ahead with certain projects. In all five departments the policy was in the first instance to reduce material costs and then labour costs.
In commenting on the measures, mayor Dolfi Müller said, "We tried to make cuts evenly across the board. No department has escaped totally unscathed." His own department faces the smallest cut of just CHF253,000, bringing the new total planned expenditure to CHF16.3 million.
The greatest savings have been made in the Financial Department led by Ivo Romer, where original expenses of CHF123 million have been reduced to CHF 120 million as a result of cutting back on certain projects, meaning less interest on loans will have to be paid.
As to the area of education, Vroni Straub said that the main expenditure in her department was teachers' salaries and in this area there was little room for manoeuvre, so cuts in various projects have been made, meaning savings of CHF 632,000 on the previous planned expenditure of CHF63,732,000. "We had hoped to employ two new teachers at the Music School because of the strong demand for places, but now only one will be engaged," said Straub, who hopes to be able to employ an additional teacher in the 2013/14 academic year.
As to the Department of Social Affairs, the Environment and Security, head Andreas Bossard said that overall some CHF500,000 less would be spent bringing his planned expenditure down to CHF 39.8 million.
The Department of Planning had also made cuts of CHF658,000, though this was less than expected thanks to previous good budgeting and brings the new amount of planned expenditure to CHF29.1 million. Further cutbacks in planned projects also brought savings of CHF2.25 million.
